In a federated system such as Nigeria, where service delivery responsibilities rest with states, data plays a critical role in driving performance and accountability. Scorecards have emerged as a powerful tool for engaging subnational governments, enabling visibility, comparison, and sustained focus on nutrition and human capital outcomes.
Why federated scorecards?
Each state owns its own data and its own targets. The Nigeria Governors' Forum publishes consolidated scorecards twice a year — creating peer accountability and rewarding the states moving fastest on child outcomes.
